Cargo worthy is a grade, not a description
Plenty of used containers are sold as watertight. Far fewer are cargo worthy. The grade means the container has been surveyed and found fit to carry freight internationally again, and it comes with CSC plating to prove it. If there is any chance you will want to ship this container rather than simply store things in it, that plate is not optional and it cannot be added retrospectively without a survey.
For buyers who only ever intend to keep the unit static, a cargo-worthy container is still worth considering. It is held to a tighter structural standard than a general used box, so you are buying a better container that also happens to keep its resale options open.
